IMPLEMENTASI PERDA NO.16 TAHUN 2011 TENTANG RETRIBUSI PARKIR DALAM MENINGKATKAN PENDAPATAN ASLI DAERAH (PAD) KOTA SUKABUMI

Abstract

The title of this research is "Implementation of Regional Regulation No. 16 of 2011 concerning Parking Retribution in Increasing Regional Original Revenue (PAD) of the City of Sukabumi." Implementation of parking fees in the city of Sukabumi is based on Regional Regulation Number 6 of 2011 concerning Parking Retribution. The implementation of the parking retribution encountered various problems, namely the absence of a ticket / coupon by the parking lot, the withdrawal of parking fees collection fees that were still not suitable, and the presence of illegal parking.

The researcher used the theory of implementation of public policy according to Edward III. The purpose of this study was to find out the extent to which the policy was implemented and what were the factors that hindered its implementation, with 6 informants. This study uses descriptive qualitative methods. Data obtained through observation, interviews, and documentation. The procedure for testing the validity of the data is done by source triangulation. The process of data analysis uses the model proposed by Miles and Huberman.

The results of this study reveal that the implementation of Regional Regulation No. 6 of 2011 has not been maximized because there are still parking officers who do not provide tickets, withdrawal of parking fees collection fees that are still not suitable, and still a lot of illegal parking. Suggestions that researchers provide are more necessary socialization often to the parking attendants and always supervise every existing parking location so that they can be supervised in carrying out parking tariff transactions with parking service users
